How Drag works

If a weapon with Drag causes at least 1 damage, compare the Resolve of the target unit with the Resolve of this unit.

If the target's Resolve is equal to or lower than this unit's Resolve, you may move the closest enemy model in the target unit into base contact with this unit.

If the target's Resolve is higher than this unit's Resolve, you may instead move one model from this unit into base contact with the target unit.

Movement caused by Drag ignores normal movement legality and may create engagement.

Any melee created by Drag is resolved after the command that caused Drag has finished, according to normal melee timing.

Example

A unit or weapon with Drag meets the rule's stated condition. If a weapon with Drag causes at least 1 damage, compare the Resolve of the target unit with the Resolve of this unit. Once those steps are complete, play continues normally.
