Reacting to an Activation

When a player targets an enemy unit, its controlling player may use their next activation to assign a command to react. The reaction must be used against the unit that triggered this or must require a target like the Move/Run commands. Reacting counts as a player’s activation.

Example: Player A activates a unit and issues a Shoot command, targeting Player B’s unit. Player B reacts by activating their targeted unit and using the Move command to reposition.
